Croatia ↔ Montenegro: The Two Crossings Explained

This is the most-searched crossing in the region: and the one most likely to ruin your day if you get it wrong.

Debeli Brijeg / Karasovići (main crossing)

Road: Herceg Novi → Dubrovnik, along the Adriatic Highway
No-man’s land: roughly 5km separates the Montenegrin checkpoint (Debeli Brijeg) from the Croatian one (Karasovići)
Summer wait times: July–August up to 4–5 hours on peak days (Fridays and Sundays are worst)
Off-season: 15–30 minutes
Open 24/7
Suitable for: all vehicles: cars, campervans, buses, trucks
Insurance: a Sava insurance office operates at this crossing if you need to buy border insurance on the spot
Tip: cross before 8am or after 9pm in summer. The worst window is 10am–2pm, when day-trippers from Dubrovnik pile in alongside everyone else

Vitaljina / Kobila (alternative crossing)

Road: a detour off the Adriatic Highway via Molunat (Croatia) and local roads through Vitaljina village
Passenger cars and light vehicles only: no buses, no trucks, no large campervans
Significantly less congestion than Debeli Brijeg in summer; on a Tuesday in July, you might find just 2–4 cars at each checkpoint
Open 24/7 as of early 2026
Roads: paved but narrow and winding: fine in daylight, take it easy after dark
Caveat: occasional system glitches have caused brief closures in the past. If the camera shows no activity and you’re unsure, check before committing to the detour

Sitnica (Herceg Novi → Trebinje)

Most used Bosnia crossing for travellers coming from the coast
Moderate wait times even in summer: far less tourist pressure than the Croatia border
Good option if you’re heading to Mostar or Sarajevo from Herceg Novi or Budva
Note: there’s a toll road on the Montenegrin side (approx. €3 per car)

Šćepan Polje (Nikšić → Sarajevo)

Road can be challenging in winter: snow and ice are common; check conditions before driving

Ilino Brdo (Nikšić → Trebinje)

Albania ↔ Montenegro Crossings

Božaj (Podgorica → Shkodër)

Main Albania crossing, busiest of the two
Wait times: 5–15 minutes off-season, up to 90 minutes during peak summer hours (10am–2pm)
Green Card insurance is checked here: you can also buy border insurance at this crossing if needed
Practical tip: exchange currency after crossing: ATMs in Shkodër give better rates than border booths

Sukobin (Ulcinj → Shkodër)

Coastal Albania crossing, popular with travellers on the Adriatic route
Low traffic, quick crossing
Summer queues of 30–45 minutes are possible but uncommon

What Documents Do You Need?

EU citizens

Valid passport or national ID card (ID card gives 30 days; passport gives 90 days)
Vehicle registration document (if driving)
Green Card insurance or proof your policy covers Montenegro (check with your insurer before you go)

Non-EU travellers (US, UK, Australian, Canadian, etc.)

Valid passport: Montenegro officially requires at least 3 months validity beyond your stay; 6 months is safer

EES registration: since 10 April 2026, the EU Entry/Exit System is fully operational at Croatian border crossings. Worst times: Friday afternoon (outbound from Croatia) and Sunday evening (return traffic from the coast). These two windows are reliably the most painful at Debeli Brijeg.

Tips to Avoid Long Waits

Use Vitaljina instead of Debeli Brijeg (Croatia border) if you’re in a passenger car: saves 2–3 hours in peak summer
Cross early morning (before 8am) or late evening (after 9pm): the difference is dramatic in July and August
Have all documents ready before reaching the checkpoint. Don’t search for your Green Card at the booth: it holds up the entire line
Keep vehicle insurance accessible in the glovebox, not buried in a bag
GPS routing: most nav apps default to Debeli Brijeg. Manually select Vitaljina if you want the quieter option: it requires a turn-off near Molunat
